Any time you are making a change to your Trails home or lot (including yards), you must consider the need for Architectural Control Committee (ACC) approval.
The ACC is established by Article 11 of the Declaration of Covenants, Conditions, Restrictions, and Reservations (CC&R). The purpose of the ACC is to govern the exterior appearance of all properties in the association in order to preserve and improve the appearance of the community and the property values therein. For our community, due to having a limited number of homes, the HOA Board is acting as the ACC.
Before you submit a change request, please read all pertinent sections of the Residential Design Guidelines to ensure that you understand what is likely to be allowed and the information that is necessary for an approval to be obtained. It is also highly recommended that any architects, designers, builders, landscape designers and contractors you will be working with read and are familiar with the Residential Design Guidelines.

Review the Residential Design Guidelines as they pertain to the intended project. The project must be consistent with the written standards and guidelines.
Keep in mind that any changes must comply with the Newcastle Municipal Code (www.codepublishing.com/WA/Newcastle) and any required building permits (newcastlewa.gov/departments/community_development/building/permits).
Fill out the ACC Review Application with as much detail as possible. Please submit photos, videos, plat maps, drawings, plans, materials to be used, permits, correspondence with the city, copies of contracts and any other narrative descriptions that you feel would assist the HOA Board in understanding your request. Remember, a picture is worth a thousand words.
Send your completed application via email to hoatrails.newcastle@gmail.com. If there are items that cannot be emailed (such as physical material samples to be used in the project or over-sized plat maps) the Board will contact the home owner to find a convenient time to collect these items.
The Board will consider all applications within fourteen (14) calendar days from receipt of your review form. Major projects may extend the review time and in these instances the board will notify the homeowner of the need for more review time during the initial two week review period.
In reviewing each submission, the ACC will consider the quality of workmanship and design, harmony of external design with existing homes, location in relation to surrounding homes, topography, finish grade elevation and other factors, including the guidelines contained the Residential Design Guidelines.
Work on the proposed project is not to be commenced prior to approval from the Board. Purchase of materials, scheduling of contractors or any initial preparatory work is discouraged prior to written board approval and is at the owners risk.
